It is not too good to be true!! Over 547,000 Wisconsin households qualify for this service. The program is called SafeLink Wireless. It was created by the government to provide discounted or free telephone service to income-eligible consumers. The SafeLink program uses some of the federal subsidy money that the phone companies use in order to give low-income people a discount on their landline through the Lifeline and Link-Up Program and takes this subsidy and converts it into minutes to provide to consumers for wireless service.

For eligible consumers, this SafeLink Program provides FREE cellular service and cellular phone (provided by TracPhone) and FREE minutes each month!! SafeLink Wireless service does not cost anything-there are no contracts, no recurring fees and no monthly charges. The cell phone offers call waiting, caller id, three-way calling, access to 911 service, voicemail and text.
In order to qualify for SafeLink Wireless program in Wisconsin, a household must participate in one of the following programs: FoodShare (Food Stamps), BadgerCare, Low Income Energy Assistance, Medical Assistance (MA or Forward Card), Supplemental Security Income (SSI), Wisconsin HomeStead Tax Credit, or Wisconsin Works (W2).

You will also be eligible if your total household income is at or below 135% of the poverty guidlelines, which for a single person means an income of no more than $1,313/month or $15,756/year. Or for a two-person household an income of no more than $1,765/month or $21,180/year would make you income eligible.

If you or someone in your household currently receives the Lifeline/Link-Up Assistance through your telephone company (discount on your landline telephone service), you may not be eligible for the SafeLink Wireless program. You are required to have a valid US Postal Address in order to have the phone shipped to you by TracPhone, do not use PO boxes-they will not be accepted.
